On Monday, I voted to pass the Assembly Majority's "One House Resolution" which states our proposed changes to Governor Hochul's Executive Budget. Here are some of the highlights.
Tax Cuts
- Accelerate middle class personal income tax
- Middle class homeowner tax rebate (enhance STAR credit for families with incomes less than $250K)
- Enhanced earned income tax credit and child tax credit
- STAR income modification (to exempt some retirement benefits)
- Small Business tax cut
- Small Business COVID-19 expenses tax credit
- Tax credit for phase out of highly polluting fuel oil
- Clean heating fuel tax credit
- Tax credit for transportation companies for individuals with disabilities
- Alternative fuels & electric vehicle recharging property tax credit
- Workers with Disabilities tax credit
Education
- School Aid: increase 7% (increase $2.1 billion to $30.9 billion total)
- Universal Pre-Kindergarten: increase $150 million
- Mental health support: $140 million
- Library Aid: increase $12 million
- Special Education: increase 11%
- Higher Education: $911 million (CUNY and SUNY operating support, TAP increase, mental health services, and students with disabilities)

- Environmental Bond Act of 2022: $5 billion
- Environmental Protection Fund (including additional monies for food waste diversion, waterfront revitalization, and Hudson River Estuary plan [Greenway Heritage Conservancy for the Hudson River Valley, Hudson River Park Trust, Hudson River Valley Greenway Communities Council]): $400 million
- Clean Water Infrastructure Programs: $500 million
- Municipal Storm Water Grants: $250 million
- Environmental Protection Fund (including additional monies for food waste diversion, waterfront revitalization, and Hudson River Estuary plan [Greenway Heritage Conservancy for the Hudson River Valley, Hudson River Park Trust, Hudson River Valley Greenway Communities Council]): $400 million
- Clean Water Infrastructure Programs: $500 million
- Municipal Storm Water Grants: $250 million
Child Care
- State and Federal Funds: $3+ billion
Residential Energy Relief
- $500 million fund to address utility arrears
Road Repair
- State Road and Bridge Program: $3.6 billion

- Home Care: Increase rate to 150% of minimum wage
- Cost of Living Adjustment [COLA]: 11% for all human service providers
- All State Human Service Employees: $3,000 bonus
